Chronopost France establishes its new Urban Logistics Area in Paris

Paris, 10 April 2018 – Chronopost France, the leading player in the express delivery of parcels weighing up to 30 kilos, inaugurated its brand new Paris Urban Logistics Area (ULA) in Bercy today, in a ceremony officiated by Martin Piechowski, President of Chronopost France, Christophe Desgens, President of Chronopostfood, and Christophe Najdovski, Deputy Mayor of Paris for transport, travel, roads and public spaces.

A new ULA that's closer to Parisian consignees

Located in the heart of the 12th arrondissement in the basement level of the Bercy Lumière commercial building, this site is the 3rd Urban Logistics Area deployed by Chronopost France in Paris after installations in Concorde and Beaugrenelle. The new Paris-Bercy ULA covers a surface area of 4,000 m2 on a single floor, 300 m2 of which is a mezzanine office space. To renovate the former warehouse, Chronopost France invested a total of €1.5m, covering the building fit-out, installation of the new automation system and site security.

The ULA's setup will enable Chronopost France to handle its flows out of the Chilly-Mazarin hub in bulk while moving as close as possible to its consignees, using electric vehicles for last-mile delivery.

With the opening of the Paris-Bercy ULA, Chronopost France is also introducing "a third generation of Urban Logistics Areas", which will enable to roll out alternative delivery methods on a massive scale, and to include new activities, such as the delivery of fresh and frozen products, while meeting the challenges of sustainable urban logistics.

More than a hundred new smart vehicles to provide the whole of Paris delivery by July 2019

A hundred Nissan-type vehicles, fitted out by equipment manufacturer Voltia, are currently on order to complement the range of alternative vehicles deployed by Chronopost France, operating from its Ney, Rungis, Bobigny, Alfortville, Nanterre branches and Parisian ULAs in Bercy, Beaugrenelle and Concorde.

The fleet will be made up of electric models (Renault Kangoo ZE, Nissan ENV 200), CNG (FIAT Ducato), electric-assisted carrier tricycles and trolleys.

As of July 2019, our smart delivery service will cover the entire city of Paris. That's a total of 14,500 pickup points, 25,300 parcels and more than 220 delivery rounds each day.

Prioritising smart Delivery

By establishing this ULA, Chronopost France will be able to deploy an all-electric vehicle site and to offer its individual and business customers the benefit of smart delivery methods.

Deliveries will be made by electric vehicle (40 of which will be deployed at the site at the end of 2018), but also by bicycle (4 delivery rounds) and on foot with the trolley in pedestrianised zones, with the aim of reducing the distance travelled and reducing atmospheric pollution.

Similarly to the Beaugrenelle ULA, which opened in 2013, Chronopost France has opted to install innovative technical solutions, in order to minimise the impacts of its operations and optimise its integration with the urban area, including:

  • a new 100% LED lighting system,
  • the use of 100% renewable energy from Enercoop,
  • the installation of presence detectors,
  • the sorting and recovery of waste,
  • the installation of 26 normal charging stations and 1 fast charging station for electric vehicles.

In practical terms, this means a reduction of 200,000 km in distance travelled (-31%) and 219 tons of CO2 per year for a delivery service that's free of particulate pollution, nitrogen oxides and carbon monoxide.

A strategic new site to support business growth

  • A strategic location for delivery to central Paris

Located close to the banks of the Seine, the A4 and the Paris ring road, just 4 km from Notre-Dame, the new ULA benefits from an ideal strategic location in the heart of Paris for delivery to the capital's 2nd, 3rd, 4th, 5th and 11th arrondissements.

This new site offers an opportunity for Chronopost France to strengthen its presence in sectors such as e-commerce, health, banking and insurance, textiles, computer-electronics and foodstuffs, while capitalising on an estimated 7.6% growth in business activity in the Île-de-France region in 2018.

  • An optimal site for logistics operations

With a surface area 4,000 m² on one floor, the ULA includes 3,700 m² dedicated to logistics operations and 300 m² of mezzanine office space. 2 loading bays were designed to accommodate the site's 6 semi-trailers and light commercial vehicles. The site also has a conveyor line for rolls and pallets. It will receive 50 delivery rounds per day.

It is equipped with an automation system to handle parcels within the branch. It stretches 130 meters and has been tailored to the layout of the site, making it possible to handle between 4,500 and 5,500 parcels each day.

The ULA employs 1 branch manager, 1 team leader, 1 assistant, 2 sorters, 3 controllers, 2 support staff and 50 drivers. With a lease of 6 years, Chronopost France new site forms part of a long-term strategy.

  •  An area dedicated to the Chronofresh service

The Bercy ULA will of course handle parcels of dry, fresh and frozen food products, which require special handling. In order to achieve this, the business has been fully integrated into the layout of the ULA. To comply with the cold chain, cold rooms have been installed, covering an area of 232 m2, including 200 m2 for fresh products (between 0 and 4°C) and 32 m2 for frozen products (-18 °C).

Parcels containing fresh food will be delivered in 7 daily delivery rounds, 6 of them made by refrigerated vehicle.

This initiative makes is possible to adapt how we deliver food in urban centres in response to the changing uses of the food retail sector. Chronofresh is contributing to the transformation of sourcing practices by providing an alternative to the market's existing solutions (delivery of pallets by truck), while taking last-mile environmental requirements into account.
